The new standard is applicable to ships with Chinese ships who sail or operate in Chinese waters (such as river trade ships, coastal ships, Jianghai direct ships, strait [cross boats) and various types of fishing boats) with a rated net power greater than 37 kilowatts, and new production marine engines. The environmental management does not apply to ocean-going ships, and ocean-going ships implement relevant provisions of international conventions. After the implementation of the new standard, the level of pollutant emissions from the marine engine will be significantly reduced.
According to Zou Xianmin, the output of the motorcycle industry in China has grown rapidly. As of the end of 2015, the number of motorcycles reached 95.14 million. According to calculations, the proportion of motorcycle pollutant emissions in the country's motor vehicle emissions in 2015 was 12.7% for carbon monoxide, 13.5% for hydrocarbons, and 1.6% for nitrogen oxides. Compared with the current Phase III standard, the scope of application of the new standard for motorcycles and mopeds has been increased. New pollutants have been added. The limits for pollutants have been further tightened, and the durability requirements for emission control have been further improved. The emission limits for motorcycles and mopeds are based on the EU's fourth-phase emission regulations and are currently the most stringent emission limits in the world. The basic cost of each vehicle will increase by approximately 600 yuan over the current period. The new standard starts on July 1, 2019. All newly-registered motorcycles and mopeds should meet the requirements of the new standard.
The "Light Emission Control Requirements and Measurement Methods for Hybrid Electric Vehicles" (GB 19755-2016) is a revision of the original standard. The implementation of this measurement method standard will not bring additional vehicle technology upgrade costs.
New standards drastically reduce the emissions of caustic soda and PVC industry
In recent years, the scale of China's caustic soda and polyvinyl chloride companies has grown and it has become the largest producer of caustic soda and PVC. However, these two industries not only emit conventional environmental pollutants, but also emit toxic and harmful pollutants such as heavy metals, which endanger human health and environmental safety. The PVC industry is a mercury-related industry that is under the control of the Minamata Convention. The industry consumes about 850 tons of mercury per year, which accounts for about 85% of domestic consumption and 51% of global consumption.
The formulation of the new standard comprehensively considers factors such as the status quo of production and emission control in the domestic industry, the development of production technologies and pollutant emission control technologies, and the economic cost of compliance, increases the air pollutant emission control requirements, and adjusts the water pollutant emission control project. , tightened the control requirements for water pollutant emissions, and eliminated the regulations for graded management of wastewater.
After the implementation of the new standard, the chemical oxygen demand of the wastewater, BOD5, total mercury, and vinyl chloride emissions are expected to be reduced by 77%, 67%, 67%, and 87%, respectively, compared with the current standards. The emissions of particulate matter, vinyl chloride, and non-methane total hydrocarbons were reduced by 51%, 72%, and 58%, respectively, compared to the implementation of current standards.
