(1) Drying and smashing of explosives
1. When the ammonium nitrate explosives agglomerate or the water content exceeds 1.5%, it is forbidden to be used for blasting operations. After drying and pulverizing, it can be used for open-air blasting.
2. Re-processing of the drying and pulverization of explosives must be carried out in a dedicated processing room or open-air processing shed. It is forbidden to smash explosives containing nitrate.
3. Drying, pulverizing and packaging explosives outside must be carried out during the day when the weather is fine and the wind is less than level 3. Explosives should be placed on canvas, plywood or other backing plates. Containers carrying explosives should be dense, strong, and impact-free.
4. The total capacity of the explosives in the processing room shall not exceed 1t.
5. The processed explosives shall be packaged in accordance with the technical standards for the production of explosives issued by the relevant departments.

1. The frozen explosive containing liquid nitrate must be thawed before use.
2. Thawing explosives in a blasting equipment store with hot water (low pressure steam) pipes must comply with the following regulations:
(1) The temperature of the warehouse does not exceed 30 °C;
(3) Explosives that are sent to the warehouse for thawing shall be released for use after at least two days and nights.
3. Thawing explosives in a dedicated separate thawing container must comply with the following regulations:
(1) Impact thawing vessel should be non-sparking metal production;
(2) using heat as a heat source and injecting water into the interlayer of the vessel wall, the water temperature shall not exceed 40 ° C, and the explosive shall be placed in the compartment;
(3) Each time the defrosted explosive does not exceed 10kg, the defrosting container stored in one room shall not exceed five.
4. When the consumption of explosives is large and there is no heating equipment in the blasting equipment warehouse, a special thawing room should be built in the reservoir area. The setting and thawing work of the thawing room must comply with the following regulations:
(1) Explosives may be thawed in the defrosting room in the form of a full box or unpacked bulk;
(2) When bulk thawing, special care should be taken to prevent impact and friction; the bulk explosives (boxes) should be horizontally arranged in a row and placed on the thawing platform (rack); the table (frame) should have a flange; There shall be a passage of not less than 0.7m wide between the platforms (racks), between the platforms (shelves) and the walls;
(3) When the whole box is thawed, the bombing boxes should be arranged horizontally in a row and placed on the table (rack);
(4) The ground of the thawing room should be covered with a cushion;
(5) Before placing explosives on the table (rack), wipe the pad with a rag and then spread the clean paper;
(6) The floor, walls and cushions of the thawing room should be cleaned at least once a week with hot alkaline water or soapy water;
(7) There shall be no more than two persons staying in the thawing room at the same time, and operations not related to the thawing work shall not be carried out;
(8) The repair or other work of the thawing room must be carried out after the explosives have been removed and the floor, walls, cushions and all equipment have been cleaned with hot alkaline or soapy water. After repairs and other work, they must also be cleaned. Clean to restore the thawing work;
(9) The thawing chamber should have an alarm signal that controls the meter and the temperature exceeds the limit. In the thawing chamber of the electric heater, an automatic temperature controller should be provided.
5. When transporting frozen explosives, the explosives should be placed on a special stretcher. The stretcher should be fitted with a strap for shoulders. The shoulder and the lower side of the stretcher should be smooth, free from vibration and impact.
The thawed explosives should be transported to a work place in an insulated container.
   Second, rewards and punishments
(1) Units and personnel who have made serious achievements in the prevention of blasting accidents in safety production in accordance with this stipulation, issued the blasting operation safety award in accordance with the spirit of the “Regulations on Enterprise Workers' Awards and Punishments†promulgated by the State Council.
(2) All personnel, units and their competent departments that carry out blasting work shall be held accountable for violation of this statute. (3) All units and competent departments that carry out blasting work shall be held accountable by their leaders when one of the following circumstances occurs:
1. The issued instructions and approved blasting design, construction methods, and operating details violate this regulation;
2. Allow undocumented personnel to engage in blasting work;
3. Finding violations of this regulation or behavior without stopping it;
4. An accident caused by unsafe working environment;
5. Concealing or not reporting after an accident, or not actively organizing rescue, and taking preventive measures to cause repeated accidents of the same kind.
(4) In any of the following circumstances, the responsibility of the perpetrator or the party must be investigated:
1. Violation of regulations or violation of regulations, resulting in major blasting accidents or blasting accidents;
2, leaving the post, neglecting duty, causing blasting accidents;
3. It is found that there is a dangerous situation in which a blasting accident occurs immediately, no preventive measures are taken, and it is not reported in time;
4. After an accident, conceal or not report, falsely report or deliberately delay the report.
(5) Those who participate in large blasting, special blasting or blasting in places with biogas or dust explosion hazards shall immediately stop their leadership or operation rights for blasting work in case of violation of this regulation.
